I’m very sorry to hear someone has passed away. I’m afraid the answer to your question is that you can’t. Unless you can access that deceased person’s personal account and assign a new admin role to yourself or someone else, you will have lost all admin access to the page permanently.
Facebook do not get involved in page admin disputes, and simply recommend that you start a page again from scratch in these instances. You’ll never get the opportunity to speak to a human being about the situation either.
