To update, it looks like the culprit in this case was the configuration of an End-Of-Life theme as the default theme configured in "WHM Home » Server Configuration » Basic WebHost Manager® Setup". The solution is to ensure the default theme is configured to Paper Lantern or a theme that was forked from Paper Lantern.

Change the theme for cPanel in WHM Interface
There are several ways to switch to Jupiter or make Jupiter your default theme for user accounts.
Use WHM’s Edit a Package (https://docs.cpanel.net/whm/packages/edit-a-package/) interface (WHM >> Home >> Packages >> Edit a Package) to edit the theme setting for the default package or other packages you have created. Making a change to a package will reapply the package settings to the accounts.
If you have more than one account, use WHM’s Modify/Upgrade Multiple Accounts (https://docs.cpanel.net/whm/multi-account-functions/modify-upgrade-multiple-accounts/) interface (WHM >> Home >> Multi Account Functions >> Modify/Upgrade Multiple Accounts) to switch an individual user, a group of users, or your entire server’s users to Jupiter.
To select a default theme for new accounts, use WHM’s Basic Webhost Manager Setup (https://docs.cpanel.net/whm/server-configuration/basic-webhost-manager-setup/) interface (WHM >> Home >> Server Configuration >> Basic WebHost Manager® Setup). The theme that you select becomes the default theme whenever you create an account, create a package, restore an account, or transfer an account.
The /usr/local/cpanel/scripts/modify_accounts script allows you to modify the theme for many or all accounts on the server. For more information, read our The modify_accounts Script (https://docs.cpanel.net/whm/scripts/the-modify_accounts-script/) documentation.

غير جميع Packages من هذا الامر
/usr/local/cpanel/scripts/modify_packages --theme=jupiter --all-packages
ثم غير جميع users من داخل Modify/Upgrade Multiple Accounts
هتجد sidebar على اليمين تستطيع عمل Select على جميع Users ثم تطبيق Theme
