Introduce a delay into the SMTP transaction for unknown hosts and messages detected as spam.
The SMTP receiver will wait a few additional seconds for a connection when it detects spam messages in order to reduce inbound spam. The system excludes the following remote hosts from the delay: Neighbor IP addresses in the same netblock, Loopback addresses, Trusted Mail Hosts, Relay Hosts, Backup MX Hosts, Skip SMTP Checks Host, Sender Verify Bypass Hosts.

لا يوجد مشكلة هذا مقصود لمحاربة السبام false-positive
وهو يقوم بوضع تاخير 1 دقيقة تقريبا حتى يصل الايميل
التاخير مزعج صحيح ؟ فهو سلاح ذو حدين
Some 3rd-party testing sites report issues with SMTP Transaction Time on cPanel servers
There are many excellent websites that offer tools for checking your server's IP against blacklists, verifying DNS settings, and checking the general health of your server. However, with a cPanel server, there is one issue that often gets flagged as a potential problem: the SMTP Transaction Time. Fortunately, this is a false-positive on cPanel systems that you can ignore.
When performing a scan of your mailserver, your server's SMTP transaction time will likely be marked "not good." These automated tools reach that result by performing a standard SMTP connection to the server and noting the time it takes for that connection to be established. However, on a cPanel server, we have the option "Introduce a delay into the SMTP transaction for unknown hosts and messages detected as spam" inside the WHM >> Exim Configuration Manager interface enabled by default, in an effort to fight spam being delivered to your server.
A user sending spam is likely using automated tools to send as many messages as possible in a short period, but a legitimate mailserver sending an actual email will have no issue waiting the few extra seconds to connect and send the message. The same problem exists with the automated online tools, as they often don't wait the full 15 seconds that is allowed for the transaction to take place.
This SMTP delay may cause other errors in your report, such as problems with TLS support or missing reverse DNS, as the test wasn't able to make a proper connection to the machine to properly verify these settings. All cPanel systems support TLS, and you can manually check the reverse DNS to ensure that is properly setup.

هذا هو السبب وبعد تعطيلها الايميل هيصل فى 15 ثانية تاخير فقط بدل دقيقة .
I received a few complaints from different people, that sending of email messages is really slow. This didn’t make any sense, because no modifications were made on the server.
After an hour, I found that this was caused by Exim setting “Delay SMTP Transaction”. Quoting cPanel: The SMTP receiver will wait a few additional seconds for a connection when it detects spam messages in order to reduce inbound spam.
So it’s another weapon to fight spam mail, but it makes sending slower.
You can disable this feature in Exim Configuration Manager -> ACL Options -> Introduce a delay into the SMTP transaction for unknown hosts and messages detected as spam.
When disabled, your emails should be fast again.

قد يرسل السبام كميات هائلة فى وقت قصير مما يسبب توقف Mail Server
نتيجة اضغط الهائل فى فترة قصيرة جدا يعمل Shutdown للميل سيرفر.
Legitimate mailing systems will typically wait past the delay, whereas spammers are often unable to wait past the delay because they are trying to send out SPAM to as many email addresses as possible before the spamming server is shutdown or blacklisted. In testing this is shown to be one of the most effective strategies at preventing incoming SPAM messages. Thank you.
ملحوظة :
تم اختبار ارسال ايميل من gmail بدون تعطيل delay الايميل وصل بعد دقيقة
ثم تم تعطيل delay وجدنا الايميل وصل فى 15 ثانية فقط
تم الاختبار بدقة وباستخدام stopwatch
كذلك تم اختبار تعطيل فقط الاختيار
Do not delay the SMTP connections for hosts in the Greylisting “Common Mail Providers” list
لكن لم يتغير شىء واستغرق الوصول دقيقة .
كذلك تم اختبار Filter Incoming Emails by Domain
حيث لدينا قائمة طويلة جدا من الايميلات و الدومينات المحظوة
تم التجربة اكثر من مرة ووجدنا انها لا تسبب اى تاخير Delay
وبالتى فاستخدامها امن ولا يسبب تاخير
